Banning cell phone use while driving is protecting everyone
Banning cell phone use while driving is not punishing the good drivers. It is protecting everyone on the roads. You may be the best driver on earth and can do several things at once all perfectly while driving (news flash: you can't). Your incredible skill offers no protection from the worst driver on earth who is coming at you in your lane at 60 mph oblivious to what is happening because they are busy on the phone discussing matters much more important than your life.
Take a look at www.distraction.gov. Among other things it says:
n Using a cell phone while driving, whether it's hand-held or hands-free, delays a driver's reactions as much as having a blood alcohol concentration at the legal limit of .08 percent. (Source: University of Utah).
No phone conversation is worth your life or the life of another person. Hang up and drive. -- Paul Legenhausen, Rochert
