Children need to be strapped in booster

Question: Our vehicle has a lap type seat belt only in the center seating position. ('97 Toyota pick-up) We use this to buckle in our 4-year-old son without a booster. I understand that as of July 1, all children are required to use a booster seat if they are under 57 inches (4ft 9in) and under 8 years of age. Can we still use this lap seat belt for buckling in our 4-year-old? Would we get a ticket? Is it necessary for us to contact the dealer to install a shoulder/lap type seat belt?
