The District Award of Merit is the highest honor that a Boy Scout District can present to a scouting volunteer. Recipients must be registered scouters who have rendered noteworthy service to youth in Scouting, outside of Scouting, or both.

Consideration is given to the nominee's Scouting position and the corresponding opportunity to render outstanding service beyond the expectations of that Scouting position. The Northern Sky District includes Cass, Trail, Clay, Becker, Mahnomen and Norman counties in North Dakota and Minnesota.

Skoyles was recognized for her service to Boy Scouts as assistant Cubmaster, den leader, and unit popcorn chair of Pack 647, the chartered organization representative of Cub Scout Pack 605, Scoutmaster of Boy Scout Troop 674, and merit badge counselor.

In addition, Skoyles has served as a regional popcorn chair for many years, coordinating popcorn delivery for units in Detroit Lakes and Frazee. The committee also noted that Skoyles serves as the service unit manager for the Detroit Lakes/Vergas Girl Scout Service Unit, and has been a Girl Scout leader for the past five years.

She was also recognized for her role as vice-chair of the Detroit Lakes Park Board and her past service to the Jaycees as the 59th Water Carnival Admiral, the noon Kiwanis Club as past president, and Dollars for Scholars as past chair of the awards committee.
