Detroit Lakes to interview six for administrator position

The Detroit Lakes City Council and Mayor Larry Buboltz will have the opportunity to interview and talk one-on-one with the six candidates for city administrator next week.

With Rich Grabow's impending retirement at the end of September, the city hired the Brimeyer Group, Inc., out of the Twin Cities to find the ideal candidates for the city position.

The group was narrowed from 10 to six last week, and the remaining six will spend time in Detroit Lakes Friday and Saturday, looking around the city and talking with possible future co-workers.

Names of the candidates could not be released until they agreed to be interviewed. One name had not been released as of Friday afternoon because he hadn't agreed to an interview yet.

The remaining five are V. Scott Cole, Arizona State University, Tempe, deputy executive vice president; Lane Danielzuk, Sergeant Bluff, Iowa, city administrator; Kelcey Klemm, Frazee city administrator; Robert Louiseau, Perham city manager; and Dean Torreson, former Spencer, Iowa, city manager.

Each candidate was asked to fill out information pertaining to financial management, economic development, housing, annexation/planning/zoning, utilities/infrastructure, technology, strategic planning, public involvement, human resource and management style.

A portion of the candidates' applications follows:


? Current position: Deputy executive vice president, business and finance, Arizona State University, 2000-present.

? Education: Bachelor of Science degree in business administration from Arizona State University; Masters Degree in administration from Central Michigan University.

? Background and experience: administers operational budget of $70 million; formed public/private partnerships to develop five sites of mixed-use development; registered land surveyor; presented master plan to neighborhoods ad councils, chief negotiator at three universities; uses the servant leader approach to management.

? Summary: "The Coles have purchased a home in Vergas and will be relocating there within a few months. They have relatives who live and work in Detroit Lakes and have done some research on the city. They like the area very much. Mr. Cole intends to work at least another 10 years."


? Current position: Sergeant Bluff city administrator, 2000-present.

? Education: Bachelor of Arts degree in criminal justice from the University of Eau Claire, Wis.; master's degree in Public Administration from the University of New Mexico.

? Background and experience: responsible for total budget of $8.3 million; oversaw completion of city's Northside Urban renewal plan that included public/private partnership of a 98-acre industrial park; city has developed commercial subdivision in a TIF district with 10 lots on 13 acres and sold all but one lot; meeting with developers to annex 160 acres; implemented a new accounting software system; completed three Comprehensive Land Use Plans; considers management style to be team oriented.

? Summary: "After five years in Sergeant Bluff, Mr. Danielzuk is still enjoying his position. He is not actively looking for new employment, but is interested in the Detroit Lakes position."


? Current position: Frazee city administrator, 2003-present.

? Education: Bachelor of Arts degree in political science and public administration from Southwest Minnesota State University; Master of Science degree in public, human services and health administration from Minnesota State University Moorhead.

? Background and experience: general fund budget is $800,000 with enterprise funds for water, sewer and liquor store; participated in the redevelopment of Swift plant; worked on two subdivision with several multiple family and twin home projects; updated Comprehensive Plan; maintains city Web site; gone through Blandin Leadership Program; plays role of manager and employee.

? Summary: "Mr. Klemm has lived in the area surrounding Detroit Lakes most of his life, and he has witnessed the development of the regional center. His family is in the area. He understands that his years of a city administrator have been limited, however, he believes that he has managed some difficult situations in Frazee and that he is ready to take on the challenges of Detroit Lakes."


? Current position: Perham city manager, 1990-present.

? Education: Bachelor of Science degree from Mankato State University.

? Background and experience: $25 million total budget; developed and implemented a comprehensive downtown redevelopment strategy; developed 300 new lots in 12 subdivisions; annexed over 300-acres of land; developed Web site; management style is fairly informal.

? Summary: "Mr. Louiseau has close ties to Detroit Lakes. His son is a recent graduate of Detroit Lakes High School and Mr. Louiseau has been an active member and coach of the Detroit Lakes Youth Hockey Association. His spouse is employed by the Detroit Lakes campus of the Minnesota State Community and Technical College. Several people have encouraged him to apply and he believes it would be a good career move."


? Current position: Spencer, Iowa, city manager, 1997-2007. Resigned.

? Education: Bachelor of Science degree in political science from Mankato State University; Master of Public Administration degree from Mankato State University.

? Background and experience: $23 million total budget with general fund of $6 million; secured $5 million in federal money to construct the West Spencer Beltway Project; established three industrial parks in 20 years; developed two new subdivisions in older neighborhoods; oversaw two annexations; initiated the process to update Comprehensive Plan; management style is prefers to allow department heads do their jobs.

? Summary: "Mr. Torreson likes northern Minnesota and believes the Detroit Lakes position would be a good step in his career. He had several issues with the most current council members in Spencer and offered to resign in February."
