Developer offers to build shopping center in DL's new 'crescent' area downtown

In Detroit Lakes, Highway 10 West has seen nationally known businesses sprout up, and now the downtown area could as well.

DLM Downtown Properties LLP, which owns the former Mac's building at the corner of Highway 10 and Washington Avenue, is offering to develop the new crescent area once MnDOT turns the property back to the city.

"We've been talking with Jeff Schlossman and his partners about the Mac's building downtown for quite some time," Community Development Director Larry Remmen told members of the Detroit Lakes Development Authority Wednesday afternoon.

Although no timeline has been set, or can be until the land is turned back to the city, Remmen said the retail developers have expressed their desire to know "sooner rather than later."

"We'd like to do a shopping center in downtown Detroit Lakes. We like the crescent (concept)," Schlossman said.

Schlossman and his partners have been involved in the development of such prominent Fargo properties as West Acres Mall, 45th Street Market Place, Moorhead Center Mall, Promenade Mall and more.

He said that he has already had calls from national retailers who would like to come to Detroit Lakes and be a part of the development, customers who want high visibility from Highway 10.

"There are reasons to expand here," he said.

Although the city has designed plans around a new liquor store in the crescent area, Schlossman said it would make more sense to move the liquor store to another store and use the main, corner store to entice a national company instead.

"You can hide that anywhere and people will find it," he said of the municipal liquor store.

He added that with the Mac's building, the developers would like to know whether they should renovate, tear down and start over, swap it for property in the crescent area, or what the city would like to do.

"They obviously have the history and capacity to get things done," City Administrator Bob Louiseau said of DLM Downtown Properties.

Envisioning the redevelopment area, Schlossman said he'd like to see the veteran's park in the area because it opens up the visibility from Highway 10.

The DLDA decided to have several representatives from the authority -- Mark Hagen, Tom Kylve and Matt Brenk -- sit down with Schlossman and city staff -- Remmen and Louiseau -- to discuss a timeline and what to do with what property.

"We'll be more than happy to build a quality shopping center," Schlossman told the development authority.
