Ingstad hired as county administrator
It's official. After more than a year of waiting, Becker County has a new administrator.
At Tuesday's County Board meeting, the commissioners unanimously approved the contract of Jack Ingstad, most recently chief administrative officer for Plumas County, Calif., at a starting salary of $100,000.
Though the contract was only approved contingent upon the results of a background check, the board did not seem overly concerned that the results of that background check would come back negative.
If his background check is completed successfully, Ingstad will officially start work Sept. 17, and has been given a $1,000 allowance for moving expenses as part of his contract.
The contract also stipulates that he will be given an initial vacation bank of 14 days to be used during his first six months in the position -- but as the commissioners noted at the meeting, that vacation allotment must be returned to the county if he leaves the administrator's post at any point during the next two years.
In other business Tuesday, the board voted to reject all bids for a new waste hauling contract with the county, and to re-bid the contract.
The motion was made and approved on the recommendation of Becker County Attorney Mike Fritz, who informed the board that he did not believe a fair comparison could be made between the bids because of the fact that the board does not yet know when the incinerator plant in Perham will begin accepting Becker County's waste, and its contract with the Fargo landfill that the county currently hauls its waste to will end.
After the motion was approved, Commissioner Barry Nelson apologized to contractor Archie Wiedewitsch, who was in attendance. Nelson noted that starting the bidding process over wasn't fair to any of the three haulers who submitted bids for the contract.
"It's a terrible way to do business," he said.
