Devils Lake has been an expensive body of water to keep at bay. Roughly $43 million has been spent on the levee system, seen here along State Highway 20. The U.S. Army Corps of Engineers and city of Devils Lake hope to begin construction this fall to raise the levee by 3 feet, to 1,460 feet above sea level.
