Commissioners: Open Forum: Dennis Kral signed up to speak but waited until the Pelican River Watershed Appointments portion of the meeting. Reports and Correspondence: Reports were provided on the following meetings: Commissioner Knutson: EDA, Environmental Services, Safety Committee, NRM, Sheriff Committee, Prairie Lakes Municipal Waste, Union Negotiations, and Finance. Commissioner Vareberg: No reports given at this time. Commissioner Grimsley: Historical Society, Human Services, Land of Dancing Sky, Senior Linkage Line, Library, DAC, and Transit. Commissioner Okeson: Pelican River Watershed District, Sheriff Committee, and Union Negotiations. Commissioner Nelson: Soil & Water, MRC, and Judge Jay Carlson’s Retirement. Appointments: Pelican River Watershed District – Dennis Kral, Rick Michaelson, and Jane Gillam were present. They each introduced themselves and spoke about why they want to be appointed to the Pelican River Watershed District. Motion to reappoint Rick Michelson to the Pelican River Watershed District for a three-year term representing District 4, Lake Sallie (Nelson, Okeson) carried. Motion to appoint Phil Hansen to the Pelican River Watershed District for a three-year year term representing District 6, Lake Melissa (Vareberg, Grimsley) carried. Motion to reappoint Dennis Kral to the Pelican River Watershed District for a three-year term representing District 1, Lake Floyd (Okeson, Vareberg) carried. Extension – Temporary Employee: Board had consensus to staff with temporary Extension within the budget. County Administrator: presented by Pat Oman Report: ARPA Funds conversation. Sheriff Committee – discussed developing specifications for impound building lot at the county jail facility. Motion to authorize the Sheriff’s Committee to seek bids for construction of an impound building lot at the county jail facility (Okeson, Vareberg) carried. Dave Neisen from The Real Estate Company of Detroit Lakes reviewed the advertisement for the Highway property sale. Motion to approve Resolution #04-22-1I– Crow Wing River One Watershed, One Plan Project in Becker County (Okeson, Vareberg) carried. Planning & Zoning: presented by Kyle Vareberg. Zoning Amendments: Motion to increase Impervious Surface Coverage in General Agriculture from 25% to 50% for buildings and 65% for all other impervious surfaces, Residential from 25% to 40%, High Density Residential from 25% to 65%, Commercial from 30% to 65% for buildings and 75% for all other impervious surfaces, and Industry from 35% to 65% for buildings and 75% for all other impervious surfaces. These increases are for non-shoreland areas only and must include an engineered stormwater plan for any impervious surface percentage over 35% in any district. (Vareberg, Okeson) carried. Motion to approve Wetland Setbacks – Public waters that are not currently classified as a lake shall have a 50’ setback between the public water and any structure, septic system or use, The setback shall be measured from the ordinary high-water mark of the public water. (Nelson, Vareberg) carried. MnDOT Presentation: presented by Joeb Oyster, Shiloh Wahl, and Commissioner Daubenberger. Discussed the Highway 34 – East of County Road 29 to west of Osage project. Originally planned on 85% removal of trees with 15% of trees remaining out to 250’ with unique DNR contract for minimal impact harvest. Compromise – 50% removal of trees with 50% of trees remaining out to 150’. The Commissioners asked questions and thanked MnDOT for coming.
