NOTICE OF PUBLIC HEARING ON A PROPOSED
PROJECT AND THE ISSUANCE OF
INDUSTRIAL DEVELOPMENT REVENUE BONDS

NOTICE IS HEREBY GIVEN that the City Council of the City of Detroit Lakes (the "City"), will meet on May 11, 2021, beginning at 5:00 p.m. in the Historic Holmes Ballroom of the Detroit Lakes Community and Cultural Center, 826 Summit Avenue, Detroit Lakes, Minnesota, for the purpose of holding a public hearing on a proposal that the City issue revenue bonds under Minnesota Statutes Sections 469.152 to 469.165 in order to finance the project described below.
The proposed Project will consist of the acquisition, construction and equipping of an office and healthcare clinic facility located at 1041 Hawk Street, Detroit Lakes, Minnesota (the "Project"). The Project will be owned by Solutions Behavioral Healthcare Professionals, P.C., a Minnesota nonprofit corporation (the "Company"). The amount of the proposed bond issue is not to exceed $1,850,000.
The bonds, if and when issued by the City to finance the Project, shall be special, limited revenue obligations of the City payable solely from the revenues of the Company pledged to the payment thereof, and will not constitute a general or moral obligation of the City. No holder of any such bonds shall ever have the right to compel any exercise of the taxing power of the City to pay the bonds, or the interest thereon, nor to enforce payment against any property of the City.
A draft copy of the proposed application to the Minnesota Department of Employment and Economic Development for approval of the Project, together with attachments and exhibits thereto, is available for public inspection at the office of the City Administrator, 1025 Roosevelt Avenue, during business hours, 8:00 A.M. to 4:30 P.M., Monday through Friday.
All persons interested may appear and be heard at the time and place set forth above or may file written comments with the City Administrator which will be considered at the public hearing.
