Willard Edwin Cousins, 43, of rural Park Rapids has been charged in Becker County District Court with felony violation of the predatory offender registration law.
According to court records, as a juvenile in 1990 he pleaded guilty to a sexual conduct offense and was required to register as a sexual offender.
Since then, his registration period has been extended several times due to new convictions. He is now categorized as a Level 3 offender and is still subject to the registration requirements.
On Feb. 7, he registered with the Park Rapids Police Department as homeless in Hubbard County and living in rural Becker County. The Park Rapids police chief made a point of telling him he needed to notify Becker County authorities immediately, but he allegedly failed to do so.
On Feb. 11, Cousins appeared before District Judge Gretchen Thilmony, who set cash bail at $1,000 or bond at $30,000, with standard conditions, or bond at $80,000 without any conditions for release.
