PELICAN RAPIDS — A news release from the Otter Tail County Sheriff's Office reports that Phoutthasa Prathane, 36, a suspect in a shooting in Pelican Rapids on Sunday, April 10, was arrested Tuesday after a short pursuit in Redwood County. No one was injured in the pursuit or arrest.
The victim, whom officials have not identified, was in stable condition on Monday.
