Philip Edward Warren, 45, of P.O. Box 320, White Earth has been charged in Becker County District Court with two felony counts of first-degree driving while impaired, a gross misdemeanor charge of driving after his license was canceled, and a charge of possessing a small amount of marijuana in a motor vehicle.
On June 30 a White Earth tribal police officer stopped him for allegedly going 68 mph in a 55 mph zone, according to court records. His blood alcohol level tested at .09 percent. He has nine prior DWI convictions from 1982 to 2000. His license was canceled as inimical to public safety in 2002 for driving with a blood alcohol level of .20 percent.
