Officers getting out of their patrol cars on the east side of the law enforcement center at 915 9th Ave. N. heard a boom and saw a flash of light on the west side at 2:50 a.m., Lt. Tory Jacobson said.

They went to investigate and found a 2008 Ford van stuck on the boulevard with its sliding door ripped off from hitting a power pole, which knocked power lines to the ground.

As officers were arresting the driver, Brad Merl Winter of Moorhead, for DWI and reckless driving, they were informed that a 1994 Chevy pickup registered to Winter had been found in the 300 block of Ninth Street North. The truck had struck a utility box on the boulevard.
