SECTION 00030 - ADVERTISEMENT FOR BIDS

Sealed bids for the construction of SAP 03-634-18 CSAH 34 Reconstruction & Water Transmission Line Construction; Ogema to White Earth, Minnesota (Section A) and SAP 03-634-17 CSAH 34 Bituminous Overlay and Aggregate Shoul-

ders; White Earth to 6.40 miles east (Section B), according to the drawings and specifications on file in the office of the Engineer. Bids will be received by the Becker County Highway Department until 10:00 A.M., May 8, 2006, and then publicly opened and read aloud at the Becker County Highway Department. The Contract Documents may be examined at the following locations:

Bidders desiring a copy of the Bidding Documents may obtain them from the issuing office of Ulteig Engineers, Inc., Consulting Municipal Engineers, P.O. Box 150, Detroit Lakes, Minnesota 56502 upon payment of a non-refundable fee of $125.00

Bids shall be upon the basis of cash payment for the following major estimated quantities:

Pavement Removal 71,500 SY

Common Excavation 204,000 CY

Each Bid shall be accompanied by a Bidder's security in a sum equal to five (5) percent of the full amount of the Bid, executed by the Bidder as principal and by a surety company authorized to do business in this State, conditioned that if the principal's Bid be accepted and the contract awarded to the principal, the principal, within ten (10) days after Notice of Award, shall execute and effect a contract in accordance with the terms of his Bid and a Contractor's Bond as required by law and the regulations and determinations of the governing body. The Bid security of the three (3) lowest Bidders will be retained until the contract has been awarded and executed, but no longer than sixty (60) days. The Bid security is a guarantee that the Bidder will enter into contract for the work described in the Proposal. The Bidder may submit a Bid Bond, cash, certified check, or cashier's check payable to the Becker County Treasurer.

All out-of-state contractors and subcontractors with contracts exceeding $100,000 shall comply with the eight (8) percent surety deposit requirements of Minnesota Statute Section 290.9705.

Bidders must comply with the prevailing Minnesota Wage Law M.S. 177.41-177.43 established by the Department of Labor and Industry for public works projects.

The successful Bidder will be required to furnish Contract Performance and Payment Bonds in the full amount of the contract.

No Bid will be read or considered which does not fully comply with the above provisions as to Bond and licenses, and any deficient Bid submitted will be resealed and returned to the Bidder immediately.

The Owners reserve the right to reject any and all bids, to waive informalities there-in, and to accept the bid deemed most advantageous to Becker County and the City of Ogema.
